They wanted to enslave fate weavers for their ability to predict danger and other useful information, and they were prepared to do anything to get their way.
Fortunately, they didn’t have to turn over Reinfield City in order to find what they wanted. They were able to get two rank 3 fate weavers and three rank 2 fate weavers.
Their slaves locked five of them in a basement close to Legion. The proximity ensured that Legion was able to hypnotize them day and night in preparation to help them advance.
The casualty rate of the last group of people that they helped advance to rank 4 was almost 60% because the time they spent on preparing the mental state of the target was too short. Legion hoped to rectify that by increasing the time for preparation from one week to four weeks.
While this was going on, they began preparing the advancement requirements for rank 5. It has just been one month since they advanced to rank 4, but they are already preparing to advance again.
The advancement requirement for the pathway of killing has already been met. They were supposed to kill a lot of people indirectly without taking action personally. They did that by controlling their slaves, who then led their gang to battle and killed a lot of people for them.

For the noble, there is no epic godclad in his family. The strongest is a rank 3 merchant, and he is the hope of the family to gain an epic godclad.
The noble is so poor that he couldn’t afford a mind shield. All of these things make him a good target for enslavement. Even if they fail and the noble dies, there won’t be as much outrage as that of Celine’s death because there aren’t powerful people in his family.
The main reason why Legion isn’t sure he will do it is that the noble is humble. The decline of his family and their dire straits have worn down the innate pride in his bones. So Legion isn’t sure if enslaving him would help them in meeting the advancement requirement for the pathway of slavery.
