Flos's brow knitted as he saw a 'humanoid' dragon approaching them at an alarming speed. The man was not 'flying' per se. He was coming in and out of focus, and Flos knew he was likely utilizing the Dragon Steps.
As a person with a dragon relic, Flos was well-versed in them. Thus, he recognized the man's movement. Although he had not seen it in person, he had read far too many records to recognize that movement after seeing it for the first time.
Before Flos could say further, Obstruction already moved.
Obstruction knew what Flos was about to do was very important that could end all this. Thus, he would do everything he could to stop anyone that would distract him.

"I did not give you permission to move!"
