A population exceeding 25 million was good news for Arthur, as it marked the successful completion of his second phase of the population strategy.

Arthur’s population strategy was divided into three steps. The first step was to reach a population of 20 million to meet the requirements of becoming a regional hegemon.

The second step was to reach a population of 50 million, ensuring competitiveness among the Powers while seeking higher international status and establishing dominance in the Southern Hemisphere.

It was expected to complete these first two steps around World War II, creating a true hegemon of the Southern Hemisphere and a top power after the war, a requirement and goal for Arthur post-World War II.

As for the third step of the population strategy, reaching a population of 100 million, it was not something that could be achieved within just a few decades.

A population goal of 100 million was Arthur’s aspiration, and a Australasia with such a population would certainly become one of the world’s strongest countries.

Arthur projected that this goal could be reached in the 1960s and 1970s, or perhaps it would take even longer.

Given Arthur’s age, surviving until the country’s population surpassed 100 million was his limit.
